## Buying and financing a car in Nova Scotia

Here is what actually changes in Nova Scotia: what the registry and the inspection require, what tax a dealer sale costs compared with a private one, who finances here, and how the car gets to you.

### The 30-day inspection the seller has to arrange

Nova Scotia's Motor Vehicle Inspection Regulations put the work on the seller, not you. A used vehicle cannot legally change hands unless it was inspected and certified within the 30 days before the date of sale, while it was still in the seller's possession, with a valid approval sticker and inspection certificate to show for it. A sticker from a year and a half ago is not enough on its own, even if it has not technically expired: the seller has to get the car re-checked shortly before selling it to you.

The part that surprises people is who pays. The cost of that inspection is the seller's responsibility, not yours, whether you are buying from a dealer's lot or a driveway. Once you own the car, a fresh approval sticker on a used passenger vehicle is good for 2 years from the end of the month it was issued, and the Registrar can extend that expiry in writing if there is ever a reason to. Ask to see the sticker and the certificate before you talk price. If a seller cannot produce both, the car is not ready to be sold to you yet.

### Why a private sale still costs you the 14 percent

Buy from a dealer and the 14% HST is added at the point of sale and collected by the dealer, the same way it would be on anything else you buy. Nova Scotia dropped that rate from 15% to 14% on April 1, 2025, so a price you are quoted today already reflects the lower number.

Buy privately and the tax does not disappear, it just moves. You pay Nova Scotia Sales Tax at 14% when you register the vehicle, not to the person selling it to you, and it is calculated on the greater of the price you actually paid or the average wholesale value in the Canadian Red Book. That last part matters: writing a low number on the bill of sale to save money does not work, because the province charges tax on the book value floor regardless of what the paper says. A private deal can still be the right move for other reasons, but saving on tax is not one of them.

### Who actually finances a car loan in Nova Scotia

A Nova Scotia file is read by two different kinds of lender, and having both look at it is what actually helps a rebuilding buyer, not any one name. Bank-owned dealer-finance programs tend to want a clean or only lightly bruised history. Independent finance companies exist specifically for the file a bank would decline, and they read income and stability ahead of the score. The lenders below cover both of those lanes.

One pattern is worth flagging for a Nova Scotia reason specifically. Two of the non-prime finance companies on the list, Quantifi and Rifco, cover New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador but stop at the Quebec border, so a Halifax or Sydney file reaches the same non-prime shelf a buyer anywhere else in the Maritimes gets, not a thinner regional version.

### Getting your car from Halifax to Sydney

We serve Halifax, Dartmouth, Sydney and Truro, and a car sitting on a lot in the Halifax area does not stay there. Getting it out to Truro along the 102 or across to Cape Breton is a straightforward trip, and the timing depends on where the car starts and how far it has to travel. The delivery cost is quoted before you sign anything, and it can be built into the amount you finance rather than paid separately at the door.

If you are near North Sydney and planning to catch the Marine Atlantic ferry to Newfoundland, it is worth having your financing, inspection and registration finished before you drive onto the boat. Sorting out a paperwork gap on this side of the water is a lot simpler than doing it from the other one.

### Bad credit changes the loan, not the paperwork

None of the above changes if your credit is bruised. The 30-day inspection rule, the 14% tax, and registration through the Registry of Motor Vehicles at Access Nova Scotia apply the same way to every buyer, whether you are paying cash or financing with a file that has a rough patch on it. The only thing that changes is which lender says yes, and that is exactly what the list above is for.

Questions

## Questions people actually ask

Who pays for the MVI when you buy a used car in Nova Scotia?

The seller does. The Motor Vehicle Inspection Regulations put the cost of that inspection on the seller, and the car must have been inspected and certified within the 30 days before the sale, not just at some point in the past.

Does buying privately avoid the 14 percent tax?

No. A private sale is taxed at 14% Nova Scotia Sales Tax when you register the vehicle, calculated on the greater of what you paid or the average wholesale value in the Canadian Red Book.

Does a car's old inspection sticker still count when it is sold?

Not by itself. Even if the sticker has time left on its 2-year validity, the seller still has to have the vehicle re-inspected and certified within the 30 days before the date of sale while it is in their possession.

How long is a Nova Scotia approval sticker good for?

A used passenger vehicle's approval sticker is valid for 2 years from the end of the month it was issued. The Registrar can extend that expiry in writing if there is a reason to.

Does bad credit change any of the paperwork in Nova Scotia?

No. The inspection rule, the 14% tax and registration through the Registry of Motor Vehicles at Access Nova Scotia apply the same way regardless of your credit. Only the loan approval side changes.

Can you deliver a car to Truro or Sydney?

Yes. We serve Halifax, Dartmouth, Sydney and Truro, and the delivery cost is quoted before you sign and can be built into the financed amount.

Where do you register a car bought privately in Nova Scotia?

At Access Nova Scotia, through the Registry of Motor Vehicles, which is also where the 14% Sales Tax on a private sale is paid.
