Buying and financing a car in Quebec
Here is what actually changes in Quebec: what the registry and the inspection require, what tax a dealer sale costs compared with a private one, who finances here, and how the car gets to you.
What the SAAQ requires before a used car is yours
Buy a car that's already registered in Quebec, from a dealer or a private seller, and there's no mechanical inspection required to complete the sale. That changes the moment the vehicle is coming from outside the province: bring it over from Ontario, and the Société de l'assurance automobile du Québec requires a mechanical inspection at an authorized centre before it can be registered here. For a Gatineau buyer eyeing the right car sitting on the Ottawa side, that inspection is the one extra step an Ontario-side buyer simply doesn't face.
Registering a vehicle coming from outside Quebec means gathering a specific set of documents: photo identification, the sales or lease contract, a weight certificate where one applies to the vehicle, the mechanical inspection certificate, and the registration or title document from wherever the car was previously registered.
One more piece worth knowing: Quebec's public plan through the SAAQ is no-fault and covers bodily injury, but it doesn't cover the vehicle itself or property damage. You'll need a private insurance policy on the car separately, arranged before you drive it home.
- Photo identification
- The sales or lease contract
- A weight certificate, where one applies
- The mechanical inspection certificate
- The registration or title document from the vehicle's origin jurisdiction
The QST math on a private sale
Buy from a dealer and you pay both taxes at the counter: 5% GST plus 9.975% QST, collected by the dealer like any retail sale.
Buy privately, between individuals, and only the QST applies, no GST. You pay it to the SAAQ when you transfer the registration, not to the seller, and it's calculated on whichever is higher, your sale price or the SAAQ's estimated value for that vehicle, which comes from the Canadian Black Book. A bill of sale written low to save on tax doesn't work; the SAAQ taxes its own estimate regardless. The one exception is a sale between related individuals, where the agreed price is what's used even when it's lower than the estimate.
So the number that matters for tax purposes and the number you actually paid can be two different things, and it's worth knowing that before you negotiate a private deal expecting the tax to follow the discount.
Who finances a car bought in Quebec
The lenders financing buyers here split the same way as everywhere else we work, dealer-only bank programs on one side, independent finance companies built for rebuilding credit on the other. What is different in Quebec is Desjardins sitting alongside the banks, the province's own financial cooperative, which can matter if you already belong to a caisse the way an existing bank relationship matters elsewhere.
A few of these lenders draw a border around the province, and it runs both ways. National Bank finances here as well as in Ontario and New Brunswick, but not the rest of Atlantic Canada, and more than one finance company on our bench covers only Ontario and Quebec rather than the whole country. Worth knowing before you count on a program following you across a provincial line.
We do not rank these by volume or promise a rate before we have seen your file; no one honestly can. What decides which lender we present to is which program actually approves a situation like yours, and every one that finances in Quebec is listed below with its own profile.
Bringing a car across the river from Ottawa
A lot of what fits your approval sits on the Ontario side of the Ottawa River, and for a Gatineau buyer that's often where the right car actually is. Financing across the border isn't the obstacle; several of the lenders above finance buyers on both sides of the river on the same file. The obstacle, such as it is, is the SAAQ mechanical inspection described above, which has to happen before the car can carry Quebec plates.
Once that's arranged, we work out the route and the timing with you, whether that means the car comes to you or you meet partway. Delivery has a real cost, and we quote it before you sign anything, so it's never a surprise added at pickup. Most buyers build it into the financed amount rather than pay it separately.

Questions people actually ask
Do I need a mechanical inspection to buy a used car in Quebec?
Not for a private sale between individuals within Quebec; no inspection is required to complete it. A vehicle coming in from another province, Ontario included, needs an SAAQ mechanical inspection at an authorized centre before it can be registered here.
My car is sitting in Ottawa. What does the SAAQ inspection involve?
It's a mechanical inspection at a centre the SAAQ authorizes, required for any vehicle coming from outside Quebec before it can be registered here. Once it passes, along with your other registration documents, the SAAQ registers the car the same as any other.
Can I finance a car in Ottawa if I live in Gatineau?
Yes, several lenders we work with finance buyers on both sides of the river on the same application. What changes is the paperwork, the SAAQ inspection for a car crossing over, not whether the financing itself is possible.
Do I pay QST on a private car sale between individuals?
Yes, QST alone at 9.975%, with no GST added. You pay it to the SAAQ when you register the vehicle, not to the seller, and it's calculated on whichever is higher, your price or the SAAQ's estimated value.
What is the SAAQ's estimated value and why does it matter?
It's a value the SAAQ pulls from the Canadian Black Book for the vehicle, and on a private sale it sets the tax floor: you're taxed on that figure or your actual sale price, whichever is higher. A low number on the bill of sale doesn't change it.
The SAAQ's plan already covers me. Do I still need car insurance?
Yes. The SAAQ's public plan is no-fault and covers bodily injury only; it doesn't cover damage to the vehicle or to someone else's property. That coverage comes from a private insurance policy you arrange separately.
